Introduction to FSSAI (Food Safety and Standards Authority of India)

Under Food Safety and Standards Act, 2006 establishes authority known as FSSAI (stands for Food Safety and Standard Authority of India); this act consolidates various acts & orders that have to handle food related issues in various Ministries and Departments.

The main motive of this act is to establish a single reference point for all matters relating to food safety and standards, after moving from multi-level, multi-departmental control to a single line of command. The Food Safety and Standards Authority of India (FSSAI) and the State Food Safety Authorities shall enforce various provisions of the Act.

It is a regulatory authority offering all food business operators (FBOs) in India with a food licence. All the FBOs must follow all of FSSAI's food quality control rules and regulations.

An FBO requires an FSSAI License or Registration all depends on the parts such as production size, nature management of food business activities and annual turnover of business. The FBO will get 14 digit number in the FSSAI registration process that needs to be printed on food packages.

FSSAI Registration ensures food product security, and is essentially a food safety certificate distributed in India by the food authority. All manufacturers, traders, restaurants, grocery stores, importers, exporters, etc. are eligible to issue an FSSAI License. FSSAI Licensing ensures that products are subject to strict quality controls, thereby reducing cases of adulteration, substandard product.

Types of FSSAI Licence

➲ Basic registration

Basis registration is simple registration under the FSSAI department which shows that food products as per the parameter of the FSSAI act and the food business operator has registered his business under the regional FSSAI department. This registration is necessary for the newly started food business whose turnover is below 12 lakh.

➲ State License

This is a food license that is issued by the state authority of the food department to food business who’s annual turnover is exceeded 12 lakh but is below 20 crores. This license is valid for a maximum 5 years or a minimum 1 year. State authority issues this license after conducting the inspection of the food unit, if the unit fulfils all the led criteria of the act then the department issue the license in the name of the food unit.

➲ Central license

This is a license issued by the central department to the food establishments which runs there business and there annual turnover is 20 crore or more. Central department of FSSAI is located in five-zone, (northern zone-New Delhi, Eastern Zone-Kolkata, north Eastern –Guwahati, Western Zone-Mumbai, Southern Zone-Chennai & Kerela).

a. When the food business is engaged in importing/exporting of food products

b. Food distributor located at premises of government

c. Retailer/wholesaler located at premises at a central government agency

d. Storage (warehouse) located at the central government agency

e. Food catering/canteen services in central government agencies having turnover above 12 lakh

f. Food distributor located at premises at airport/seaport

g. Retailer/wholesaler located at premises at airport/seaport

h. Storage(warehouse) located at premises at airport/seaport

i. Food catering services located at premises at airport/seaport

j. Mid-day meal canteen service having turnover more than 12 lakh

k. Mid-day meal caterer having turnover more than 12 lakh

Process of Obtaining FSSAI license

STEP 1: Choose the type of required license

Firstly step is to choose the type of license or registration is required as per your business. If your food business is newly established then it will require FSSAI registration, but if your food business is old then the license will be required depending on your business turnover.

STEP 2: Choose your Kind of Business

The next step is to decide the kind of business for which you will apply for registration/license. FSSAI has fixed various kind of business for food business will apply for license or registration

STEP 3: Create a login on FSSAI site

Next after making the decision on the kind of business and type of license applicant need to create a user id on the FSSAI site and generate the user id and password.

STEP 4: Fill the form

Next after creating a login, you required to fill the form (Form-A for registration & Form-B for license), fill all required fields, and choose the food code for which you are applying. FSSAI has categorized the food and has specified Food code for various food products.

STEP 5: Attach the required attachment

After filing up the form applicant needs to attach the required documents like applicant I’d and address proof, business address proof, FSMS declaration, Simple declaration, and many others as per the type of license.

STEP 6: Make payment for license or registration

After filling up the form and attaching the applicant of the documents will move on the payment page where he has to make the payment for application which will be as per the fees per year.

FSSAI Basic Registration requires minimalist documentation mentioned below:

  • Photograph of Proprietor/ Partner/Director
  • ID proof Of Proprietor/ Partner/Director (PAN/Aadhar)
  • Address proof of business address (Electricity bill/ rent agreement etc)​

Documents required for FSSAI State Licence

Documents required in case of a manufacturing business;

  • ID & Address proof of Directors/Partners/Proprietor (Aadhar card/PAN card/ Passport)
  • Blueprint of manufacturing unit
  • Address proof of the business/manufacturing unit (Electricity bill/ Rent agreement etc)
  • List of machinery along with no of capacity installed with horse consumption
  • Photograph of machinery installed, business unit (from inside and outside)
  • Water analysis report (if manufacturing involve water use)
  • Partnership deed/Self-declaration for Proprietorship/ MOA, AOA & COI of company
  • Turnover proof (Balance sheet) (if business crosses the prescribed turnover limit)

Additional documents which MAY be required for other kinds of business:

  • NOC & copy of license from the manufacturer (in case of re-labeller and repacker)
  • Source of raw material for meat and meat processing plant (whenever applicable)
  • Certificate provided by the Ministry of Tourism (HRACC) (Mandatory for Hotels only)
  • For  transporters-supporting documentary proof for turnover or self-declaration of the number of vehicles  (mandatory for transporter)

Documents required for Central License in case of manufacturing or other kinds of business:

  • ID & Address proof of Directors/Partners/Proprietor (Aadhar card/PAN card/ Passport)
  • Address proof of the business/manufacturing unit (Electricity bill/ Rent agreement etc)
  • Partnership deed/Self-declaration for Proprietorship/ MOA, AOA & COI of company
  • IEC (in case business is willing to do trading of import or export )
  • Turnover proof (Balance sheet) (if business crosses the prescribed turnover limit)
